No. Build correct infrastructure that prioritizes pedestrians not motor vehicles. Stop shifting the blame. These arent accidents because the roads are functioning as designed. Add daylighting at all intersections, reduce turning radii, protected crossings, protected bike lanes.

The best way to support this is to close Campbell, wall and market streets to vehicle traffic except deliveries. Zone out the surface parking lots and require any parking downtown be decked. Increase the frequency of bus routes downtown. Create cycle corridors to downtown along Elm, Brambleton, Brandon, Franklin, Bullitt, Plantation, Orange and improve connections to Lick run greenway. Long term Electric should undergo a road diet and be reduced to 35mph and have a dedicated bus route that loops brandon to franklin both directions and adds cycle and pedestrian paths. I know the County is stuck in the past but do what you can.

A more modern tip is to plant the tree about 1 inch above the ground because the tree will sink at least a half an inch so therefore the roots are slightly more exposed so they can get more oxygen.
